0% duty through free zones and re-export

The UAE offers some of the most favourable import conditions in the region for industrial equipment — goods imported into a free zone such as Jebel Ali Free Zone (JAFZA), Khalifa Industrial Zone Abu Dhabi (KIZAD) or Dubai Airport Free Zone (DAFZA) are not subject to customs duty, and equipment re-exported outside the GCC can also qualify for duty relief. These benefits only apply if the import is structured correctly from the outset — moving equipment from a free zone onto the UAE mainland later triggers standard duty and can require paperwork that is far harder to arrange after the fact.

The practical difficulty is rarely whether the exemption exists — it is matching the right regime to the actual destination and end use of the equipment. A production line installed inside a free zone facility, one temporarily imported for a project and re-exported afterwards, and one destined for a mainland UAE factory each follow a different customs track, and the standard GCC Common External Tariff rate applies by default unless the correct regime is claimed before the goods are declared.

How the process works

  1. Confirm the equipment's actual final destination — free zone facility, mainland site, or temporary project use with planned re-export.
  2. Identify the applicable duty relief regime and the documentation it requires.
  3. Prepare the import declaration together with the supporting free zone or re-export documentation.
  4. Submit the declaration and coordinate with customs and the relevant free zone authority through to release.
  5. Track any conditions attached to the relief, such as re-export deadlines, for the life of the import.

Does equipment stored temporarily in a free zone before moving to a mainland site qualify for 0% duty?

Only for the period it genuinely remains within the free zone under free zone status; once it moves onto the UAE mainland for use, standard customs duty becomes payable at that point, so we plan the declaration around the equipment's actual final destination rather than its first port of entry.

Can duty already paid be reclaimed if equipment is later re-exported from the UAE?

In some cases a duty drawback can apply, but it depends on the regime originally used to import the equipment and how the re-export is documented, which is why it is worth confirming the intended future use of equipment before the original import declaration is filed.
